PROFESSIONAL EXPERIENCE

As Vice President of West Company of Midland, Inc., Mr. Richardson is responsible for the engineering production output, administration and supervision of both technical and support personnel within the organization, coordinates projects, develops design standards, project administration, and serves as inspector for water, sewer and paving projects. Mr. Richardson has been instrumental in the development of 250plus subdivisions within the City of Midland, Texas. The projects entailed zoning, land planning, sketch plans, preliminary and final plats, improvement designs for water, sewer, paving and drainage systems, for single family, multi-family, office complexes and retail center developments, encompassing the development of approximately 5,000 acres of land.

Mr. Richardson has eight years prior experience with Richardson Engineering, Inc., formerly Richardson-Fralin, Inc. and sixteen years prior experience with West Texas Consultants, Inc., Midland, Texas. As President of Richardson Engineering, Inc. and West Texas Consultants, Inc., Mr. Richardson was responsible for administration and supervision of the firm, production output, technical and support personnel, coordinated project engineers, developed design standards, project administration and coordinated the firm’s projects, and served as inspector for water, sewer, paving and drainage projects.

Prior experience also includes Project Administrator and Engineer for six TDCA grant projects.

Mr. Richardson has one year of experience as Assistant City Engineer for the City of Midland, Texas. Projects included design of storm drainage systems, street reconstruction programs, water and sewer main extensions and the review of plans and specifications for civil construction projects.

Prior experience also includes two-year tenure as Project Engineer for Freese, Nichols and Esmond, Inc. of Odessa, Texas. Primarily involved in projects relating to land and subdivision development, street and paving design, design of storm drainage systems, drainage and flood studies, and water and sewer distribution systems and served as project inspector for water, sewer and paving projects.

Mr. Richardson has twenty years experience with the Soil Conservation Service as Planning and Hydraulic Engineer. He was responsible for the formulation of watershed investigations, work outlines and developing plans for related field survey operations. He developed rainfall/runoff relationships, engineering assessment of hydrologic effects of evapotranspiration, surface and subsurface flows, soil type and cover, topography, storm freeflow routing and interpretation of streamflow data, calculated reservoir capacities, designed floodwater retarding structures, open channels, diversions, floodways, spillways, and dams, developed cost estimates and engineering reports and guidelines for operation and maintenance of reservoirs. Mr. Richardson has worked directly with city and county governments, consulting engineering and architectural firms, and state and federal agencies.

Mr. Richardson has three years previous experience as Surveyor and Inspector for the Texas Highway Department. Surveyed route lines, made quantity calculations and inspected dirt work, base materials, asphalt and concrete paving and drill shafts for bridges. Provided drafting for construction plans.

Twenty-nine years experience with the planning and technical support for the National Flood Insurance Program (NFIP). Performed hydrologic and hydraulic services for one of the first Flood Insurance Studies (FIS) prepared in the State of Texas. Provided professional services for the hydrologic and hydraulic studies required for applications to the Federal Emergency Management Administration (FEMA) for Letter of Map and flood hazard certifications.
